"Won't POST" post

Thanks in advance. I know this is a classic idiot post but I'll try to keep it concise and precise.

 

The build:

Ryzen 9 5900X

Asus Strix B550-F Gaming

HyperX Fury DDR4 3600MHz 32GB

Asus Strix RTX 3070

Corsair RM750x

 

The problem:

It won't post. CPU and GPU fans spin. No video output. POST status LEDs are all dark.

 

Attempted solutions:

BIOS flashback seemingly successfully (flashing LED for a few minutes as the manual and internet says) with two different USB drives and the two newest BIOS versions. Multiple CMOS resets with both the reset header and the battery removing method. Tried two different graphics cards both known working in my other system. Tried two different kits of memory also known working. Tried two different power supplies both known working. Reseated CPU, no dust or bent/missing pins I could see. Tried leaving it on for a half hour in the hope that something would change.

 

Observations and questions:

Holding down the power button doesn't turn the system off after it's been turned on. Only way to stop fan spin is to turn off the power supply. Does this mean anything? After the last BIOS flash and CMOS clear the CPU fan spins faster than before. Why? The lack of activity from the "Q-LED" POST status LEDs is confusing to me. It's supposed to light up for the malfunctioning component. What does completely black mean?

 

Final:

Should I try putting my R7 1700 into this board? Should I try putting the 5900x into my x370 board? Neither of those should do anything useful in theory so I have not tried. Is there anything I'm missing? Do I need a replacement board? Certainly hope the CPU isn't dead after I waited 3 months for it to arrive. Please god save me.

Check both board's CPU Compatability matrix.  The 1700 probably won't work in the 550.

 

The 370 may or may not support a 5900

Thanks for considering my problem. I looked at the compatibility lists for both boards and sadly the only common point between the two is Ryzen 3000. Don't have any of those so I'm screwed on that plan. Might try it anyway as a last attempt if nothing else works. I wonder if these boards can even try to POST with an unsupported CPU.

genrally will not post with unsupported CPUs.
