the problems you have with the parts list is you are missing GPU blocks and fittings for them, and your getting a cpu block it seems your not gonna use.  a 280mm rad will cool 2 290Xs better then their air coolers, I'd guess they would top out at 60-65C. plus the XPC kit selected doesn't come with fans.

yeah i that was my next question universal or full blocks anyway the fans are gonna be peripherals so don't worry about them, and a big question is what case under 120$ windowed woud be good for this i was looking at the NZXT H440 white.

Before you're case budget was $200, please make up your mind. Universal blocks are shit unless you have A LOT of airflow around it.

kk so you think i could get two full block gpu heatsinks and cpu block with a bay(doesny have to be) high performance pump special liquid and a 360-480 radiator?

Personally I would advise against a bay res, tube res' look way prettier and are easier to manage. As well, two GPU blocks and a CPU block will be around 250 dollars, so your budget needs to be a bit higher. Lastly, not many cases have native 480 support except for full-towers like the Entho Primo and the 900D, 360 rad will be easier to find at $120 (H440 or Arc Midi R2).
