Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 
Right now the graphics card I have is a 1030 2gb, is the one I can have right now, in the future when I can get a better one but at a reasonable price.

 

Now I can upgrade it, the other components I have cannot be used, and I will use the old PC (10+ years old) to have another pc at home. I can't delay it anymore as I need it and I can't enjoy my game anymore.

This is assuming that you only play PoE and maybe web browsing and similar things:

 

Something to understand is that PoE will heavily rely on your GPU. This means that your GPU will be a bottleneck in almost all cases. This means that no matter how good the rest of your PC will be, it will run at the speed of your GPU. You can spend 500€ or 2000€ for the other parts of the PC, the game will run the same, if you have a slower GPU. You will only get better performance out of a 600€ CPU, if you have a 1200€ GPU and similar.

 

This means that you have to ask yourself, what kind of GPU will I be getting. Before We can help you with a detailed list, we need to know 2 things:

1. How long are you planning to stay on your 1030?
2. Are you prepared to spend 800€ on a GPU in the next year and a half? If not, what is the highest amount you will go?

 

If you spend 900€ on the rest of your PC, you should buy a 800-1000€ GPU. If not, you are wasting money on the other components, because they will not give you better performance.

POE is the only game I play. I use the pc for other things but it doesn't ask for too many resources.
Of course I'm going to update it as soon as I can, before I had a much worse GPU XD. I've had it for 1 week since a friend gave it to me. My priority is the pc and then the GPU, to find a GPU is impossible and the ones that there are are at a price ...
Right now what I want to spend would be that about 800€ in a PC and in a few months and the GPU, hopefully it stabilizes and we can find one in conditions.

OK, I would say for starters 800 is too much for a PoE computer, here is my suggestion that should destroy the game:

GPU: Ryzen 5 3600 

Motherboard: Any of the recomended B450 boards, like a MSI tomahawk MAX for example

RAM: 16 GB DDR4-3200, best in 2 sticks

Storage: 500 GB SSD + 1 TB Harddrive

PSU: 500-600W Power supply Bronze+ or Gold+  (get one with good reviews)

Case: Phanteks P300A

 

This build should be around 550€ and would run PoE at any setting in any reasonable resolution.

It is possible that a 9th or 10th gen intel chip would be cheaper for you, but that is really hard to say without knowing where you will buy your components. Whatever the case, you should not spend more than 600€ on the rest of your computer (except GPU). PoE just does not need a very good processor or any other component, it would be a waste.
