I'm no master at overclocking, but I would think you should have your power management set to High Performance

Chances are, even if you are just on the desktop with no applications open, you will have tasks happening the background. Those tasks use CPU resources, causing your CPU to boost up and down. If you said this behavior didn't happen before overclocking, we may have a different issue here.
