Intel DH67BL Troubleshooting

I picked up a Used System with a DH67BL and a 2nd gen i5 (I forget the model). The System powers on but there doesn't seem to be any Activity.

The Display never initiates

There are no Beep Code

There are no Light Codes

If I remove the ram however the system will beep.

The fans are running at full speed

 

The person I got it from actually bought it from someone I do occasional business with. To my understanding from both sides, The system was working when it was sold with both witnessing it, It was unplugged and setup at the persons home where It just refused to do anything when powered on. So it worked, it was moved, then it decided not to work.

 

I have reseated the ram and processor. Connecting a keyboard, the indicator lights never come on. If I however connect a flash drive to one of the USB 2.0 ports, it flashes the led on it for a couple seconds and stops.

I have tried an alternate power supply. Tried to use another set of ram, but the board beeped at me, so assuming it's incompatible.

 

Anyone have any ideas?

After letting the cmos reset for a bit, it now posts so long as there isn't a ram stick in either of the 2 slots closest to the cpu.
