Tried another stick in the same PC, and that stick in another PC?

Sounds like it might be dead.

I've tried the usb in another pc and it worked, I have also tried another usb in this pc and if only one usb drive is plugged in then it work right after booting the pc up but if I plug a second usb in the second one shows error code 38 and if I unplug and plug a usb drive back in then it shows error code 38. I have also tried using different usb ports.
