New gaming rig for my Nephew

Hi. 

My nephew (14) has come across some cash and will want to purchase a gaming rig now. I thought it would be nice to visit the family, pack in the lil' fella and drive to the city, hit a few stores and buy all the parts, then build a gaming rig together, 

but Covid ... you know. 

Since he's 14 and in the middle of a lockdown, which is bad enough, he has about zero patience to wait until GPU prices deflate a little and CPUs are easier to get. 

So I guess the best way to get him what he wants is a pre-built system with a strong upgrade path. 

I'm looking for some pointers here. I'm based in Germany and the budget is around €1500,-  

What socket/cpu should I get?

What's the best bang for the buck GPU at the moment?

The second one obviously has a bottleneck with the 1650, but would that be a strong enough PC to play current games, which will be considerably faster when upgraded to a RTX30XX in the future?
