I recently bought a pre-built system with an Gigabyte 3070 gaming oc inside. From first boot I have had these artifacts that are all over the screen. I can click and drag about an 1/8th of the screen and it clear up in that portion only until I let go of the mouse. It slowly starts rolling fill back in. 

I have the latest windows updates. Latest bios flashed on motherboard and card. Windows has to boot in safe mode if nvidia drivers are installed. So I'm using default windows driver. I have tried a pci 3 and 4 riser, bios pci 3 or 4,different monitors, hdmi and DP. All result in same screen. Does anyone have any ideas??

Does it do it when plugged directly into the Motherboard and not a Riser cable?

If it's a prebuilt I'd send it back ASAP and request a replacement GPU. They obviously sent you a bad GPU if you were getting the artefacts from first boot.
