Well since she will be going to college wouldn't it better to buy a laptop now instead of a desktop PC (especially since just a decent GPU will cost almost as a whole good laptop)?
If the budged is strict , last years Legion 5 with Ryzen 7 4800H , RTX 2060, 16GB RAM can be found for 1.25K USD. (it would be a serious upgrade both CPU and GPU wise from that XPS 9560 she has now). 
Or if the budget can be stretched further (maybe sell the XPS), then I'd recommend taking a look at this years Legion 5 Pro with Ryzen 7 5800H and RTX 3060 or even better 3070.

A desktop doesn't make much sense for college. As @Biohazard777 said, a laptop makes far more sense, and you won't overpay for something like an RX570. I'd also take a look at what's causing the problems on her current PC rather than just getting a new one.
