Ive heard that HP limits the power usage in their systems for thermals and noise. I never seen a fix to this but you might be able to fix it by force installing Intel XTU and increase the power limit slightly.

@crispygranola You can also use ThrottleStop to check if the turbo power limits are locked or not.

Increasing the turbo power limits allows Intel CPUs to use more turbo boost so they run faster. I saw a test yesterday where an 11400F was able to run 40% faster at full load by simply increasing the turbo power limits. 

 

If you see the lock icon, that means the BIOS has locked the power limits and they cannot be increased. Some OEMs do this.

Thank you for your replyes guys, i have fixed by changing the power limit cause i completely forgot about, it was set to low performance so it hasnt been boosting((But now its fixed!
