Budget (including currency): Roughly under $5,000 USD with Windows server 2019 License

Games, programs or workloads that it will be used for: Microsoft Remote App

Other details: Looking at either Dell Poweredge Rack server or HPE Rack Server.  Was hoping to get away with a cheaper Xeon Silver since this will only be supporting say 5 users up front.  Maybe down the road somewhere in the ballpark of 30 users.  The remote app will only be using one App so storage shouldn't be an issue. Maybe 2 SSD's in a RAID 1 or 4 HDD's in RAID 10.  Not sure how much storage is used for each user but the App we are using saves all data back on server. As for RAM I think 64GB will be plenty even if we hit 30 users.  Expandability isn't out of the question especially if 30 users will need more than 16 logical cores to operate. Is the rule of thumb 1 logical or physical core per user? 2 sockets isn't a bad idea if that is the case.  For Reference: I'm not setting up this server as a remote desktop machine for thin clients. This will only be used for running our warehouse management software through a windowed app.
