slowing down a certian PC

TLDR im looking for a simple way to slow down a single device a pc on wfii to be specific

 

i dont know shiz about wifi expcet when its bad cant download hentai fast {jk} so something easy would be the best i have xfinty with there app and router so i can shut the device off but i just want to slow it down to the point where the user gets pissed and stops using and yelling at 3am playing fortnite  

 

and not having to download something on his pc would be a need

Start open as many YouTube livestreams as you can and set them all to 4K
