GPU usage going from 10% to 100% for no reason

This issue been going for a few weeks now. Task manager says my GPU is going from a low% to 100% then back to low%. It's been causing frame drops in-game to the point where you can't play. However, Radeon software says the GPU is running fine with no issue. The problem comes and goes with no clear cause. I've tried doing things like update the drivers but that hasn't helped. Any advice?

full specs?

What games?

what resolution?

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

Radeon RX 6800 XT 

Ryzen 7 5800X

Gigabyte B550M DS3H 

16GB 3200Mhz 

500GB SSD

1TB HDD

 

I've only played R6 siege when the problem is there and that's at 1440p 144hz. Side note, when out of game the mouse cursor seems to be constantly loading something.

what psu?

also that motherboard wont handle 5800x well. its VRMs are probably overheating.

are the ram 2x8gb or 1x16gb? XMP enabled?

psu is corsair RM750.

its 2x8bg, don't know whether they are XMP enabled.
