So i have an i3 7100 which only draws 30W at 100% usage my fps in games drastically decreased especially in CPU intensive games
and no my CPU is not thermal throttling the temps dont go over 60C

i have noticed that my cpu goes up to 4135MHz which is not supposed to happen is this normal?

It's a 2 core CPU, don't expect much performance out of it.

That is strange, I believe that CPU does not have turbo boost.
