streaming problem (upload speed)

I want to start streaming on twitch but there is a problem with my network. 
when I do lots of twitch tests i can upload 3.6-4.0 MB/s 
but when I only do one its very slow 
and it's not the application's fault i have done plenty of tests. Is there anything I can do so I can start streaming?

I get 4 MEGABYTES PER SECOND max
and around 5 Mbps with only one twitchtest

1 MB/s = 8 mbit

It might be a quirk with twitchtest.

What do you get when you go to speedtest.net?

this is a speedtest with my isp server, but it may say 25Mbps, obs will only stream this much
