Post Code 16 Boot Loop

Hello,

Whenever I try to boot my PC it gets stuck in a boot loop with the motherboard displaying error code 16. I've looked it up in the manual and it says it means "pre-memory system agent initialization is started". Frankly I have absolutly no clue what that means, I've tried looking it up but found nothing helpful. The display isn't getting any signal (I don't think it's even booting to the BIOS) and the keyboard and mouse aren't getting any power. It will stay like this for about 1 minute before trying to boot again. 

Probably related is that my boots have been really unstable recently (the last week or so), usually windows would just hard freeze while loading, requiring a hard power off at the wall or would freeze just after loading the home screen. This might happen 1-3 times before booting and functioning as normal.

Also, my GPU (r9 280x) died recently, I don't think this is related given that the card I temporarily replaced it with functioned fine..... until it stopped working too (660 ti). I chalked these both up to old hardware,but now I'm unsure. The 280x started off by freezing to a solid colour screen (different colours each time) along without a buzzing noise before just refusing to post, the 660 ti on the other hand would work fine while doing basic tasks but would stopping sending a signal once anything somewhat intensive started, however the rest of the system appeared to still function as I could still hear things (like music that was playing before the issue for example). It still works, but only while surfing the web and whatnot.

Sorry if this is a way long and super unirrelevant in places, just wanted to make sure I included anything that could be of importance.
