I typically do not let it cycle on and off more than 2x as it doesn’t post or have a video output.

No bent cpu pins checked those when the cpu arrived and rechecked after I put in a last gen cpu.

I haven’t reset that since I would then have to put in am the old cpu I’m borrowing and redownload the bios update. 
 

Other than letting it turn itself on and off again any other ideas? Because I’m starting to think this is a defective cpu.

Clearing the CMOS will not remove your updated BIOS. Once a BIOS has been flashed to a particular version, only flashing it with another version will alter it.

They're referring to this as their reason why they can't clear CMOS I think.
