Ryzen 9 5900x *Speed problem* & TUF X570-plus Upgrade

Long story short, I recently upgrade my CPU, Motherboard, and RAM. My CPU is a Ryzen 9 5900x and my motherboard is a TUF X570-plus. I just installed them and it works and turns of fine. The problem that i'm having is the the CPU is running at 4.40-4.8 GHZ while only 13% of the CPU is being used. My ram is 32GB. I'm not sure what it's so high when it's idle. Anyone have any thoughts of what could be happening? Also even if it's only using 1% it's at 4.0 GHZ.

My CPU volt is at 1.488 and the temperature is at 39C or 100.9 F. I'm pretty sure i should undervolt it, i just don't know to what.

You should undervolt. Go into bios and set an offset voltage of -0.075.

So I'm checking my CPU Temperature again, I checked on the BIOS and it says it's at 35 C but when I use Ryzen Master program it's telling me it's at 26 C. Do you know which one I should trust more?

this is stock boost behavior and there is nothing to worry about.
