Plex running badly on excessive machine

I've got an r510 poweredge, 12 drives, dual xeons, 128gb, and it's been really struggling in 4k transcodes.  

 

As a troubleshooting step, I set up media server on my gaming PC pointed at the same library across the network.  All is well with that, so that eliminates network throughput or player issues as far as I can tell.

 

The server is running windows server.  With the trouble it was having and the relatively low performance per core, I saw only about 20% CPU usage while trying to transcode.  Assuming it was just not enough grunt on a single threaded load, I tossed in a Quadro 620.  So now I'll see almost no CPU usage, 7% usage on the quadro.

 

Results on the roku enabled TV before and after are the same; The stream starts, pauses after a few seconds to buffer, plays again, and then errors out saying the server isn't powerful enough.

 

I'm at wits end on this.  Any suggestions would be appreciated!

What codec is the footage? 

 

Do you mean quadro k620? Those older cards don't support all the newer codecs.

 

What gpus do you have?
