my graphics card spikes to 100% usage, then the screen goes black for a sec. then drops to normal doing anything even light tasks like web browsing with nothing else running in the background. i just built a new pc with a fresh install of windows but am using an old 1070 i had until i can get a new GPU. all graphics divers are up to date according to windows and GeForce experience. i have also tried reinstalling the drivers and the same thing is happening. the GPU worked fine when i pulled it from my old pc. any help would be great.

hardware:

gtx 1070 

5600x

Seagate barracuda mechanical drive

crucial p2 m.2 (not installed due to bad drive)

gigabyte b550m ds3h

Im pretty sure these spikes should be normal
