Update: I reseated the cpu which has let me post.

My hypothesis is the reseating of the cpu has reset the entire bios which has fixed the problem

I was cleaning my pc yesterday I turned it back on and it did not post. It turns on spins the ramps up the fans and gpu rgb light up and starts strobing, then the fans ramp down and the gpu rgb resets colour . I recently had the same problem before. It seems to happen when the gpu is removed and reinstalled. Its like the bios gets scrambled. The last time it happened I somehow got into the bios eventually and reinstalled the bios which fixed it but unfortunately no such look this time.

I have switched around the ram, reseated the gpu, reset cmos , reseated power connectors and removed the drives

Any help would be appreciated

Specs:

Ryzen 5 1600

Asrock Ab350m motherboard

8gb x2 corsair 2400mhz ram

Gtx 1080 strix

Evga 600w 80+ psu
