I'm trying to overclock my CPU to 4.7GHz while also using the XMP profile for my ram. Although every time I do this and check my CPU clock, it's never spot on what I set. I've heard the XMP does this because it needs to mess with the CPU clock to reach the desired speed, although is there a way around this? Like can I still use XMP with my CPU clock at say 4700.00MHz? Or does this really not matter and it's fine...

Here are the pictures of my bios settings, keep in mind that I have basically no clue what I'm doing as far as overclocking so don't mind any stupid configurations.

Thanks.

Try setting your SOC voltage starting from 1.12v to 1.15v (1.20v max safe voltage, but i probably wouldn't go there). How much does the clock decrease?

Usually down around 4-5MHz from what it should be. You can see an example in the 'Core Temp' screenshot. But I also noticed it seems that the actual multiplier goes down. For example 95 instead of the set 100
