So my brother is planning on buying a pc instead of building one. He dont want to spend much cash on it, but it should be able to handle 3D Graphics and programs like Adobe After Effects, Cinema 4D and Adobe Photoshop very well. This is a must because he is very active with graphics and editing and with the pc he has now he can't really do things smooth and fast enough.

 

He found this pc on sale for 1158$ Should it be good enough for him? Link

If you trade in the 16 GB of RAM for 8GB you will have more money for the GPU. The i5 is fine and the SSD is a good option.

BTW must say Norwegian looks a lot like Dutch, so I didn't have trouble reading most of it :P

Absolutely, 100%, build it yourself!  You will get so much better performance, and for less money.  Because he is into all the graphics intensive things, I really don't think that pre-built PC will make him happy.  Here is a build that you should try and find using Norwegian retailers.  It will probably cost more, but the performance will be so much better than the pre-built machine you have linked.  I will give you a breakdown of my thought process component by component.

Memory: Kingston Beast 16GB (2 x 8GB) DDR3-1600 Memory  (€138.59 @ Amazon Deutschland) <-- Because of his graphics and editing interests, I went with 16GB.  You could start with 8GB, then upgrade to 16GB later on if budget is an issue. You want to find the least expensive 1600mhz, 9-9-9-24 RAM you can find.  Then decide on either 8GB or 16GB.  For gaming, 8GB is plenty, but for his interests, 16GB should help considerably.

Video Card: Asus Radeon R9 290 4GB Video Card  (€415.06 @ Amazon Deutschland) <-- This is a very good video card from a reputable brand.  This video card will allow him to utilize all of his graphically intensive programs to the max!  Your GPU should be 40%-50% of your overall PC budget because it is the most important component of your computer, especially when it comes to the applications he plans to use.  Could even go with an R9 290X if you have the money.

Case: Antec One ATX Mid Tower Case  (€49.90 @ Caseking)  <-- This is a nice case, relatively inexpensive that comes with plenty of room, a couple of fans, and USB3.0 ports.

Power Supply: EVGA 600B 600W 80+ Bronze Certified ATX Power Supply  (€59.88 @ Amazon Deutschland) <-- This is a nice power supply.  You might be able to find a less expensive one yourself, PcP didn't have a very large selection  You are going to want to get around a 550-650W to power this system.  Make sure it is from a reputable brand, and 80+ bronze certified or better.

Optical Drive: Lite-On iHAS124-04 DVD/CD Writer  (€13.49 @ Amazon Deutschland) <-- just get whatever is the least expensive optical drive

Operating System: Left this blank, you will have to find one yourself if you dont have an extra one.  Shouldn't be more than 100-120 euros.
