You can test a few things:
- Download a program so you can monitor tempratures, HWmonitor is a good one: https://www.cpuid.com/softwares/hwmonitor.html

- Download some stresstest to put a load on your GPU, like Furmark https://geeks3d.com/furmark/ or Unigine Heaven https://benchmark.unigine.com/heaven


Run a stresstest while watching temps, when does the glitching start? At specific temps or at a certrain amount of load.

Maybe you can solve it with an extra fan? Maybe you can solve it by underclocking the card a little bit. I've got a 290x which glitches at Stock speeds but is fine with a very slight  underclock. You can use something like MSI afterburner is you'd want to underclock.

Your GPU might still be dead but not sure yet, first try to find out what the problem is.

I bought an rx480 8gb off of ebay for a build (i cant afford a new card) and it was fine until now... but for some reason now when i start up a game it plays fine, but after an hour or so it does this.... (see attached video) ..... im praying that its a software issue or even my monitor but... since it only does it in games i have a really bad feeling that its the card... and because i bought it in november... its definitely not covered with ebay anymore... which means im screwed if it is.

 

Any help would be massively appreciated as im slightly losing my mind over this

Are you referring to the bright flashing lights? Does it only happen in this game? Try seeing if it happens in a GPU stress test.

I tried the furmark stress test and eventhough the score wasnt very good for what id expect from the card... it was at 100% load and 70 degrees which is what it is in games.... and it didnt have the flashing lights so that makes less sense to me, unless its the power supply causing the issues...

That's intresting. Don't worry about the score, we're just using it as a stresstest not as a bechmark.
But it's a good sign that it's not acting up under a full 100% furrmark.

Try underclocking it a bit. Coreclock should be 1120 Mhz, Try it at 1000Mhz, (performance will be worst but just as a test). If that solves it you can bump it up from there
