Games, programs or workloads that it will be used for:   CSGO, Sea of thieves 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

I dont need a pc case becouse i dont care about the visuals,but i need advise on every other part, i would like to game on 60-100Hz on ultra low settings

I would not know what the market is like in germany but its pretty CRAP in America. If you can get a used i5 or i7 workstation with 8gb of ram and chuck in a used gpu of some kind. That will preform better that building one from scratch these days. Make sure to buy an ssd if you do this, nothing fancy but that really makes these old workstations feel faster.

Depends on what your used market has. I scored a gtx 770 for relativly cheap. Aim in on somthing like a 770 as that will heed you enough power to run at those settings.

You cant buy an i5 with a specific motherboard and cooler with your budget. Your only real options too get a cheap used OptiPlex with a Sandy bridge i5/ i7 and a Gt 1030 (or a GTX 1050ti if you get lucky with the deal)

Also a GTX 770 will not work here

yes. Ideal scenario would be a 2nd - 4th gen i5 or i7. Then add a GTX 1050ti or GT 1030 depending on the reaminiung budget

An rx560 or could also work. I actually bought a used rx 560 for my sister for like $40 and it works like a charm. 

Idk how much the used market in your country is but i managed to build a usef pc for my sister with an hp prebuilt and an rx 560 for just about under 100 usd. Its an i5 2400,10gb ram and an rx 560. Im from the Philippines btw.

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"
