MacOS Command Copy Security

Why doesn't MacOS allow you to use command+C to copy something if it's within an embedded window? Examples are copying from previews within emails like a google doc, pdf, verification codes within a formatted email, or in a google docs itself you need to install a browser addon to enable using command+C instead of right click copy/paste. I'm guessing it's a security thing for the clipboard but I'm not 100% sure.
