Ive been having heating problems with my gpu recently (a evga 980ti) and ordered a new fan but before it got here my pc died 1 day. The lights of my case fans would turn on for half a second then go ded and nothing works untill I start my pc up without my gpu powered plugged in. I tried using another psu but had the same problem. Is there any way i can fix my gpu to make it usable again cus my cpu doesn't have onboard graphics and i can afford a new gpu at the moment

was the fan not spinning or something because if it was having bad heating issues replacing the thermal paste and pad would have helped a significant amount if the fan was still functional.

I manually put the fans to 100% when gaming now but rhe problem now is the system wont power on aslong as the gpu power is plugged in

assuming that is the gpu temp that is very hot from what i know about, now i could be wrong but depending how often it would get to that temp it could be thermally dead, but please if anyone else knows what could be the issue correct me. but out of curiosity what are the specs of the system.

A amd ryzen 5 3600 with a MSI MAG B550 tomahawk AM4 and 4X 8gb drr4 3200 mhz ram. And the power supply is a Seasonic focus plus 750w 80plus plat modular psu

Well, the 980Ti's max temp is 92C, so you could well have cooked it. If you have a spare GPU try that or possibly see if it's the power supply.

Not likely to yield much results at this stage, but as rowdyjosh02 says, you could try pulling the card apart reapplying the thermal paste on the chip.
