CPU Clock Speed

So im gaming on an laptop equiped with i7 7700hq and gtx1050ti, my cpu clock speed goes down a lot fomr 2.7Gz to 0.8-0.9Gz thought it was thermal throttling ran some stress tests in xtu all fine , disabled turboboost but the problem persist even with lower frequency(thought this way would be stable), some ss down from black desert, the temps arent hot at all reaching even below 60 degress but it throttles back to under 60 any thoughts and ideas? Ran some strees tests in xtu all fine also intel diagnostic tool tests shows all fine, i have no idea all drivers and updates are up to date and is not only black desert, all games end up like that, raised the minimum cpu power form power management to 100% but still nothing changes...

Edit:checked teh ss found that even the gpu throttles back..
