PC Will not Boot

I just finished putting together my secondary PC and it is not turning on when I jump the power switch pins

 

Using a B450M Mortar max with 1x8gb ddr4 stick and an AMD Athlon 3000g. 

 

When I jump the switches the side LEDS flash for a split second and turn off. The Power Supply does not power on and the fans do not spin. The LEDs will flash once and then the next time I jump them they won't light up until I keep trying. I have tried clearing CMOS by removing the batter for 1 min after unplgging the psu and nothing happens. Whenever I try and flash the BIOS with the latest file named MSI.ROM on a usb the LED next to the flash button flashes three times and nothing happens.
