10400f is likely a better deal than a 2600 if they are the same price, or you could just upgrade to a 3600.

10400f's here are about 180-200 euros, the cheapest motherboard for 10th gen intel cpus with 4 ram slots is: GIGABYTE B460M DS3H REV 1.0 for 93 euros, and as i asked a lot ofr people they say intel stock coolers sucks so i will need to buy a cooler for it: about 15-30 euros, the smallest price for it and these motherboards here come without updated bios so i will need to pay 10 euros more for updated bios so 3600 is not an option and it is priced here as 200+ euros...

He should spend less on the cpu and more on the GPU.

13 years old is a fine age to build a pc. Probably best to check with your parent(s) though.

Should I go with B450M DS3H for ~90 euros or with B450M PRO4-F for ~84 euros? Becouse, idk, DS3H has 4 ram slots, PRO4-F has 4 ram slots, DS3H supports 1st gen and 2nd gen ryzen cpus, PRO4-F supports 1st gen and 2nd gen ryzen cpus, is it something in quality or what?
