Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I made this list here, altough I´m not really sure if it is the best you can get for the price. (Btw the GPU is an Asus rtx 2060)

Pretty good starting point, if you are looking to save some money, you could commit to the black aesthetic and get corsair lpx or gskill memory at a faster speed. At this budget, you should probably stick with air cooling, the max I would go is probably a cooler master hyper 212 black edition, but if you want the best, it would be the be quiet dark rock (pro?) 4 or noctua nh-d15. Also, maybe I would go with a cheaper B550 board instead of that asus board, maybe MSI B550 A-Pro. You should check the forums PSU tier list and choose something B tier or up, I am not sure about that PSU. That case doesn’t come with too many fans stock, so I would look to grab a few extra, arctic has a good five pack for cheap on amazon.

I edited mine to be in Germany, turns out when you type in de.pcpartpicker it just goes to us.pcpartpicker. Pain

I know, I was a bit worried when I saw “Gigabyte Power Supply” but I did not knolw enough to say that this model was bad.

Cooler is not bad for cpu, just very overkilll.

Gigabyte PSUS have really high failure rates. Go on newegg and look up the P750 and just look at reviews.
