Budget (including currency): 1500 USD

Country: UNITED STATES 

Games, programs or workloads that it will be used for:  Some of the games I play are Fortnite, apex legends, Outward and Escape From Tarkov. I also Stream on Twitch from my PS4 and I would love to get back into gaming on pc and streaming from my pc

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

I don't have any parts cuz I'm not sure on what I would need. my current PC is a 22 All in one touch screen it has a AMD Ryzen 3 3200 CPU  and a AMD Radeon Vega 3 graphics card it can barley run games on it

I understand there are three ways to stream on a pc:

off the cpu, off the gpu, or off an add on box. If you do it offf the cpu you need a bit more cpu than would normally be required for your config.  If you do it off the gpu you need to specifically buy a newer Nvidia card, if you do it with an add on box there’s the cost of the add on box which may be a higher cost than a larger cpu though lately perhaps not more than the price increases for video cards. 
 

If you get a lots-of-threads cpu you don’t need either a specific set of Nvidia cards that have nvenc or a stand alone box.  If you’ve already GOT a stand alone box that will work on a PS4 OR  a PC, you don’t need either for streaming (though you might for other things) the games you talked about are clock over threads apps, so a faster clock lower thread machine could work for them.  These are cheaper right now because there are things they won’t run well.  GPUs are just evil atm and may remain so throughout this year. 

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
