Did you try repasting? If not do that the package temp is unusually high which indicates the paste is deadso or perhaps it just wasn't good spread. Did you open your case and feel the tubes? Do a stress test for a bit if it can sustain not going too hot and feel the tubes if you feel them getting warm then the paste should be okay but that wouldn't explain why the package is so darn hot.

I already re pasted it with mastergel cooler master.
The tubes are not hot at all there's good airflow in the case(Masterbox H500p)

The thing is the tubes should get hot/warm if they are not then the AIO is not functioning properly if at all. Do you feel a like slight vibration on the tubes? If not the pump is not working.

Yeah i feel the vibration on the tubes but they are not warm.
The pump indicating 1700 rpn on bios.

Either the AIO is not doing what's needed or you have a dodgy sensor on your board.

And the radiator is horizontal top of the casing

maybe the mounting problem

1700rpm is pretty low. Can you max it to 2.7-3k via software? 

Anyway, a core delta of 25C is very abnormal. Check whether your backplate is level and not lopsided which would make your mounting pressure uneven.
