Looking for a Graphics Card

That CPU is going to bottleneck any 20 series GPU pretty badly. It depends on your budget, but a CPU upgrade and a new GPU might be a better idea than just splurging on a GPU that you can't fully use anyway.

The more I learn, the more I realise I don't actually know anything. 

 

Recommendations: Lian Li 205m (sleek, pretty decent airflow for a non-mesh front panel and cheap), i5-10400f (Ryzen 5 3600 performance, 20% cheaper), Arctic P14 PWM fans, Logitech g305.

That is a lower end CPU. You can pair it with anything but given the recent talk about Nvidia's driver CPU overhead I'd probably stick to an AMD card and I probably won't not bother going above a 5700XT, even at that tier I suspect you'll see some CPU bottlenecking.

I was thinking of getting a nicer CPU too, but I am gonna wait for that, for now on my build I am just gonna use Vega 8, until I can get a GPU upgrade. But as far as I know if you turn up graphics settings the bottleneck won't be that bad.

Yes that is true, the more work placed on the GPU means lower CPU bottleneck. If you're going to go for a CPU upgrade afterwards as well, I feel like 2070 Supers are going to be pretty good value cards once the used market goes back to normal. Look for one under $400 ish.
