I need hard drive help

My internal hard drive shows up under device manager but won't show up in the windows storage setting so I can't put anything on the drive. It is brand new. Also, I tried to format it and when I do it says it is but stays like that until I shut down the pc or restart. I activated it in the bios as well. It is a Seagate 2tb barracuda hard drive. I checked to see if it was plugged into the mobo properly and everything checks out it is getting the power it needs.

have u assigned a drive letter to that hdd?
