Will a core i3 10105F and  a gtx 970 have bottlenecking issues ?

nope, the 10100f is surprisingly a modern cpu and you are pairing it with an old gpu so I wouldn't worry about bottlenecks from here

No, it is basically the same specs as the flagship CPUs at the time the 970 came out (4690K/4790K), but 6 years newer. You'd have to go much higher than a 970 to find any appreciable bottleneck.
