Cpu throttling issue

I own a Lenovo legion laptop specs are
Processor
1x AMD Ryzen 5 4600H Processor(Ryzen 5 4600H)
Memory
2x 8GB DDR4 3200
Operating System
Windows 10 Home 64(EN:English)
Hard Drive

 512 gb ssd

2 tb hdd
Wireless Network
Ports
1x Combo jack
Graphics
1x 1650ti
issue I am having is the CPU processor goes up to 25% then drops down cause lag in computer. I primarily use this laptop for my design business and occasional gaming. 
i don't notice while playing games but notice it on basic tasks which is frustrating and lenovo techs are useless
any help is greatly appreciated on what i should do to hopefully fix issue.
