I have a build that is CPU bottlenecked I have an i3-10100 and 2070. Should I get a new PC or just upgrade my processor

Just upgrade to an i5. A new PC would probably be a waste of money. But if you were going to get a new PC, go Ryzen. Way more upgradeablility and sometimes it is cheaper for better performance.

Honestly, there's no point in making an entirely new system.

 

I'd suggest upgrading your processor to a Ryzen 5 3600.

Or a Ryzen 7 3700X if you need the cores for streaming and video editing.

Upgrade to i5 10600k. This processor should work fine with 2070. This cpu have similar price to R5 3600, so this is the cheapest option. Going with ryzen will require switching mobo so you need to double amount of money that needs to be spend on that.

Just upgrade the cpu. An i5-10400 or i5-10600 if you don't have a Z490 motherboard. If you have a Z490 motherboard you could also consider an i5-10400KF or i5-10600K. But then you will also have to get a cou cooler or reuse the one that came with the i3-10100 (no overclocking).
