Nothing happens when changing boot priority

My friend is building a pc and it just posted and he's in the BIOS. He changed the boot priority to USB key which is what he has Windows on, then he closed BIOS and saved settings, which restarts the computer and then he's back in the BIOS.

 

It's a vicious circle. How do we get out of it?
