If you want power and upgradeability, though with the cost of less mobility, go with a desktop PC. If you want portability and convenience, with the cost of less power, go with a laptop with a dGPU. 


But another factor is the laptop's cooling system, as these things have components all cramped together, and if there is a weak cooler system, it can underthrottle and reduce in performance. For example, some laptops had very menial cooling systems for their power, such as in intel MacBooks, and older XPS laptops, which led to underthrottling and reduction of performance. Also, if you want to carry it around, weight and battery life are important, as a heavy laptop with a bad battery life will be a pain to deal with. Be sure to also consider the quality of the overall laptop. You don't want to face a broken hinge, a mushy keyboard, an inaccurate trackpad, or a bad-quality LCD screen. Be sure to consider these factors too when choosing a laptop, as specs are not the only thing that matter in laptops.
