Leaking Loop? HELP

So... I've seen this on my loop gpu for quite a while now... 8 months ish (video attachment link). Question is... is it leaking or not, what could it be, because it's scaring me a bit. The only thing though is that it's not moving or expanding in any way since it first appeared, thanks peeps. Also, I'm using all ekwb cooling custom loop stuff and ek cryofuel, how long should I flush it and clean the blocks, 6-8 months or longer wait time? Thanks again.

Also I forgot to mention... I did not flush my rads prior to use but did not notice any particles in the water I don't think... is that bad?

If the fluid is inside the oring, its doing as its intended and there isnt an issue.
