Nvidia cards official resellers are asking a possible adjustment of payment to users who ordered and payed the cards before 2021

Depends on the pre-order contract.   If it was "just a deposit" then you are right. 

 

If the pre order amount was payment up front and in full with a promise of delivery by a certain date it is on the retailer to full fill that contract.   Most pre order contracts I've seen have been of this kind.  They want that money first then they deliver the card.
