Probably normal.

What PSU?  IS it only at low loads?  High loads?  In standby?  All of the time?

It's a cheaper brand, Gamemax its a 750w and will make the noise occasionally when it is under a low load like watching yt or whatever, and will make it quite often when under a heavy load like when i'm playing games

Send it back and get a not-so-cheap PSU?

Ok. Well.. Nobody knows anything about any random MSI power supply.  And you definitely don't need 850W.

I mean, for less money you can get a Corsair RM750 or RM750x or a Seasonic Focus GX750.  All known good units.

I almost scooped an RM750. In that range it all comes down to nit picking.. they are pretty solid. And it was a really good deal.. I almost should have takin it. My kids rig will need one soon, it’s aging like the rest of us.

I wonder if a power supply’s lifetime rating is similar to a dogs 🤔

Seems like it 😛
