Intel website states 2666Mhz clock for that particular core, So a kit like my Patriot 2133 with a XMP 1 of 2666 at 1.35v. Although clock speeds differ along with timings just make sure the ram you are looking at is supported by your Motherboards QVL (qualified vendors list) from my reading a supported kit with a base of 2133 with a XMP for 2666 should be more than enough.

How fast clock speed ram do i need for my 10400f?

I agree with the other guy, you'd most likely be pairing your cpu with a b460 motherboard, so 2666 is the upper limit. Intel doesn't gain much on using faster RAM (if tested with z490 and 3200 or 3600 RAM). So 2666 will be perfect for you.
