I may not be using the right term for the symptom I'm dealing with, but instead of trying to call it something, let me paint a clearer picture of what's going on...

 

So, I play a couple different rhythm games, mainly Osu! and Clone Hero, and a few other light games like rocket league and hotline miami. A few weeks ago, I loaded up clone hero, and it ran smoothly like it usually does. When all of a sudden, it lagged, for about half a second, then caught back up and ran smoothly again. Weird, I thought. Oh well, lost my streak but whatever. About 60 seconds passed, and it did it again. Now I'm mad. Fast forward and now my PC stutters like this no matter what I'm doing. Playing a game, browsing the internet, doesn't matter. Every so often my PC will stutter. I've tried so many different troubleshooting options, I've even let someone from Microsoft's help chat take over my computer and try a bunch of different stuff. To no avail. And since it's such a nondescript and bizarre problem, google can't help me either. I'm loaded down with all kinds of crazy "solutions" and honestly I'm at a complete loss.

 

Edit: I forgot to mention that the problem seems to disappear when running more demanding applications. R6 Siege for example, runs perfectly fine. No stutter is present.

I have, that was one of my first supsicions. Everything came back clear. I'm still gonna run a better antivirus (maybe webroot) and double check, but I'm fairly sure that isn't the issue
