Budget (including currency): 300?

Games, programs or workloads that it will be used for: Sims 4 for my girlfriend 

Other details First off, I should preface this with a little background. I am a complete newcomer to PC building, my only accomplishment to date is installing an SSD into my prebuilt Alienware system. So far I've got a Zotac Geforce 740 gpu and an Asus TUF Z390-Pro gaming motherboard for 60 bucks total. I've got 16gb of RAM lined up for $20 and a case of coke lol. I'm going to try put all this into my first PC that I got for Christmas back in 2007. Now I'm just trying to find a cheap CPU that will work and I'm guessing I'll need to get new fans for the old pc and likely a power supply if this stuff even fits. Pray for my thermal paste job when I finally do find a CPU. Oh yeah I guess I'll need a hard drive too eh

For a CPU, your best bet is trying to find an i3 8100, or if you're lucky, in i5 8400. For a cooler, either hope the CPU comes with a stock cooler or just buy a stock cooler. As for the GPU, don't plan on keeping that for long, the GT740 was slow when it came out, and you honestly might be better off with the iGPU in the CPU.

New coolers will come with thermal compound. Often preapplied.

 

A number of Pentium Gold 5xxx models would also be suitable. You would have to insure the motherboard has a suitable bios version. See https://www.asus.com/ca-en/Motherboards/TUF-Z390-PRO-GAMING/HelpDesk_CPU/.

80+ ratings certify electrical efficiency. Not quality.

UPDATE: I found a ridiculously cheap 1080, so I am putting that in my own pc and I am putting the 1070 I currently have into this build. I also have an SSD hard drive lined up for it. Looking like I'll just need a new PCU depending on what's in that 2007 pc case I'm looking to use, will see tomorrow what's what with that when I pick it up from my mom's basement
