System:

RTX2080

I7 8700K

16GB RAM

2x1TB SSD

Motherboard: Asrock Z390 phantom gaming 4-ib

Problem: Low GPU usage and low FPS. The usage is between 20-35%. My cpu is running at 4,7ghz and not the original 3,7ghz and is at 100 degrees Celsius.

I’m guessing my problems come trough the cpu being grat. throttled. The temperature can’t be correct tho, as my pc has not been running for long and wasn’t used for any games. The cpu fan is going at 3800rpm

i appreciate any help!

thank you!

This can be correct. I'd start with making sure your CPU cooler is actually snug.

I'm not actually trying to be as grumpy as it seems.

I will find your mentions of Ikea or Gnome and I will /s post.

Your fan on the radiator should be spinning here. It also looks like it's not plugged into the header. You'll have to find the power wires for the fan and plug it into this plug on the motherboard. It'll be the one I circled. It also looks like the pump for the AIO might not be plugged in. Make sure it's plugged into the port with the square around it.

Well, the fan isn't even running even though it should and probably not plugged in, instead you probably plugged the AIO's pump into the CPU Fan header. Is there a header named "AIO_PUMP" or something like that?

Not to mention that you definitely should re-install the cooler because it very apparently isn't seated properly.

The fan was running. I turned of my pc to not damage it. I’ll try to tightening the screws. But as I said the temperature cannot be possible.

Make sure the cable circled in red goes to the header circled.

It also looks like this wire for the pump(right circle) is going off somewhere it shouldn't. It should be plugged into the header circled here. I'd start with confirming those two. The wire that is circled here should have an end on it that looks just like the one for the fan.

Both are plugged in. I cleaned the outer side fan. But I’m not able to take the whole fan system off.

Radiator could look like it needs a good dusting...All that dust will result in a reduced transfer of heat away from the radiator.

That still wouldn't result in throttling in BIOS with 0.8V still at 100°C. Either the pump isn't running at all or the CPU block isn't properly installed.

He should still clean it out...

With the system running, check to see if both tubes going from and to the pump feel hot. You should feel a temperature difference between the two. Also, feel for a vibration or hum from the pump.

I can hear the water and there is a difference in temp but only slight. My cpu instantly heats up from 60-90 degrees while motherboard and main board are under 30

Is the radiator actually getting warm? Because it just sounds like the CPU block is not properly seated at this point. When the fan and the pump are working, the only probable solution to this is the improperly seated CPU block.

Did you take the plastic film off the CPU block if there was one?

I got this pc 1 1/2 years ago, I don’t know if I took it off. I guess so tho. The water has not heated up yet but before I feiend the pc off and cleaned it, I could feel a slight difference.

Ah, okay. Otherwise the problem would've occurred immediately. Since the water doesn't heat up and the radiator doesn't either, the CPU block isn't properly seated. No CPU that is connected to something that takes up thermal mass, which is what the radiator does and the water serves as the transfer medium, immediately ramps up to 100°C. That indicates an improperly seated CPU block. Why didn't you re-seat that already when the other options have been ruled out already?

I tightened the cpu block already. It’s as tight as it can get. Since the radiator is in the way tho I can’t unscrew it and screw it back in tho
