Can you boot into Windows in Safe Mode?

This may be a separate issue, but this is the most relevant thread I've found.

 

I installed my brand new 3090 FE and found that the screen flickered every 3 or 4 seconds.  Problem ceased when I disabled G-Sync.

 

I triple-checked that my GPU drivers were up-to-date and also that my monitor (ASUS TUF VG27AQL1A) firmware was updated.

 

The only tweak that worked was to disable G-Sync.  I found that odd, since the GPU is Nvidia and the monitor is recent.

 

Any thoughts?
