Boot loop/ Continouis widows loading screen

You can get into the recovery menu usually if Windows fails to boot 4 times, so you could just force reset it 4 times in a row and hope it loads up. Or get a windows installation USB or recovery USB and boot from it, eventually through the setup process you'll have an option to "repair". Otherwise you can try to reset the CMOS.

My friend tried to load up a game of steam it came up with an error code(invalid app id) he turned pc off to boot up again got stuck into a boot screen and he cant go to advanced settings to boot in safe mode or troubleshoot.

his specs are CPU: Intel Core i5-9600k @ 3.70GHz GPU: Nvidia GTX 960 2GB RAM: 2x4GB DDR4 2133MHz Motherboard: Gigabyte Z390 UD SSD: Seagate 1TB & Kingston 120GB HDD: Seagate 500.1GB PSU: 500W

Steam will likely want to know.  Sounds like something got corrupted real good. There used to be a key you could hold down when booting that threw the thing into safe mode microsoft saw fit to mess with all of that though and I’m not sure how it works now.  Often holding f8 or delete when booting will throw one into bios. Might be able to do something from there.   If all else fails you could pull the hard drive I suppose. 

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

I just told him to try removing the cmos thanks for the help ill let you know if it has worked

We have tried to hold f8 while booting nothing changed but thanks for the suggestion

Those key functions don't exist when using an UEFI BIOS or an SSD. Hence me telling him to try doing it by forcibly resetting the device multiple times to cause the recovery flag.

Which key dumps to bios varies by motherboard brand and sometimes model.  It’s a motherboard feature not a windows one.  

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
