CPU Power Limit Ryzen Master

Sorry wrong forum.  Moving to troubleshooting.

Question about my 5800x.  Seems like the CPU Power setting is holding back the CPU, still plenty of space to run elsewhere.  When I looked in the BIOS, the CPU VDDCR is set to 1.47 V (sounds on the very high side to me).  What can I do to remove this roadblock?  Thanks!!
